Great 19 foot boat holds 8 (but I only rent it for parties up to 5). Music, Navigation System, swim platform.
Head south to Tim's Rivershore Restaurant or Colonial Beach. Plenty of good swimming locations even closer. Hang out right in the area at Belmont Bay or go 15 minutes north to Pohick bay. Go to the north and you are 20-25 minutes from Mount Vernon Estate, and Fort Washington on the Maryland side.
30 Minutes from National Harbor and Old Town Alexandria. Less than an hour from DC.
