Yes, there is a free boating certificate you can get online, just search "boat US safety certificate"

It is a weight issue more than guests. Shooting for nor more than 1600 pounds. Which can be 8 large males or 4 average adults and 6 children. The weight of the ice, food and beverages you bring factor in too.

Boat can be picked up from any public area such as Georgetown, Gravelly point, National harbor andpublic fuel docks.
If you want to rent a vessel in the D.C. area, Tom is THE ONE to rent from. From the beginning, our communication was easy and accurate. He met with us twice prior (at my request) to ensure that not only were we prepared, but that his boat was prepared to support our trip. He even took his own time to hook up his personal Wi-Fi hub to afford us streaming data capability to listen to music while out for the 4th. When we thought that the weather was going to cancel the fireworks, he offered to host us on his larger houseboat and party with him. Even more, since the weather was uncertain, leading up to the last minute prior to the 4th he was willing to cancel and refund our payment without penalty. He takes outstanding care of his vessels, and cares about you enjoying your experience. I'd rent from him again, and recommend him to all my friends.
Tom's Catamaran was awesome - just as described! He had a paddle board and kayak that we were also able to take out on the water. Tom was great about keeping in touch throughout the day, and even went above and beyond by taking us for a ride on one of his ski boats at the end of the day. Would definitely recommend!
Tom met us at the dock right on time with a cart ready. He was very instructive on how to operate the boat
and all its gadgets. Boat ran great and was very comfortable. He even let us borrow one of his frying pans so we could cook our steaks on board ( something we forgot). The boat slip is in a great location within the marina which made it easy to dock and find. I would rent from Tom anytime.
We had a great time on Tom's boat. Even though he had a slight delay in getting the boat read he let us hangout on his other boat while we waited and took care of us. The water mat he provided was perfect for lounging on and relaxing on all day. The boat is perfect for a day on the water with the head and the shade the cabin provides. We didn't use the AC/generator at all but when we tested them before the trip they were great and if it had been any hotter they would have been needed. I would rent from Tom again without question.
